Black Privilege articulated in One Article: Grand Rapids Public Schools punished for punishing Black Students Disproportionately

Remember that in Black Run America (BRA), Black people are never at fault for their actions. Black (mis)behavior can only be explained by rampant racism inherent in a corrupt system that demands that they abide by the same rules as everyone else.

Only when you consider how BRA influences governing decisions in America will this story make sense. The Grand Rapid Public School System in Michigan must divert money from education to address the disproportionate suspensions of Black students:

The state has cited Grand Rapids Public Schools for suspending a “significantly disproportionate” number of black and special education students — a move that has forced the district to shift $1 million in federal funds to address the problem.

The district is reexamining policies and creating early intervention strategies, but it has not stopped suspending students for serious offenses, Superintendent Bernard Taylor said this week, seeking to dispel misconceptions.

”It is a misnomer that anyone has been told not to suspend students,” he said.
“Every concerted effort is being made to address issues around safety,” Taylor said. “We have built a support structure around students that is designed to keep them in school — but not at all costs. We are not talking about weapons violations, bomb threats or fights.”

He said the district is under sanction by the state Education Department requiring it to redirect $1 million in special education funds into general education “to deal with the over suspension of special education students and African American males.”

The state monitored Grand Rapids for rates of suspension and expulsion greater than 10 days for black students with disabilities, and for all students with disabilities.
“They were selected for monitoring because the data reported by GRPS indicated a significant discrepancy in the rate of suspensions for all students with disabilities as well as African American students with disabilities,”  the state reported.

GRPS was directed to develop a plan and be in compliance within a year.

The state’s findings came in the spring of 2010, but they were disclosed by Taylor this week because of growing public questions about suspension policies.

The report, which reviewed 2008-09 data, revealed that out of 268 special education suspensions/expulsions, 186 were black, 34 Hispanic, 29 white, 18 multi-ethnic and 1 Asian. Ottawa Hills had the most of the high schools with 22, all black students.
The building principal ultimately makes the decision whether someone warrants suspension, administrators said.

The state said GRPS was required to reserve 15 percent of its federal IDEA (Individuals with Disability Education Act) funds for early intervention services.
The state says this is not a financial sanction, but a requirement that more special education funds be used for programs to prevent high rates of suspension and expulsion.

“We began last March doing some pretty comprehensive planning involving principals and departments such as student services, to figure out how we could not suspend as much and also come up with some alternative interventions,” said Veronica Lake, the district’s executive director for accountability and compliance.

For example, she said, intervention rooms were implemented this school year.
Taylor said what gets students suspended often is that catch-all category, disruptive behavior.

’”I think direction from the board is going to have to be obtained in order for us to seriously deal with this issue about over-representation of student groups that comprise the highest number of suspensions,” Taylor told his board Monday.
The district has nearly 19,000 students and blacks represent more than 40 percent of the population.

Taylor said the issue of minority suspension rates has come up in previous decades.
“It is clearly something that is not a recent phenomenon.”

We no longer direct money towards advancing the best and brightest in America, but instead allocate money to uplift the obtuse and the miscreants who cause trouble in classes. Worse: schools are punished for punishing those who act out in class, if those punished happen to be overwhelmingly Black.

It should be noted that those who don’t get into trouble in Grand Rapids require bribes from a community initiative called I Believe, I Become where they get free laptops for completing the program, because the graduation rates in this school system that disproportionately suspends Black students is abysmal:

Success stories of high school heroes such as Campbell are being shared by a community coalition launching a grassroots initiative called I Believe, I Become, with the goal of improving high school graduation rates and eliminating the achievement gap between white and minority students.

The campaign — reportedly backed by the Doug and Maria DeVos Foundation and 50 community partners — had a soft launch this summer with billboards showing the smiling faces of local students. I Believe, I Become also is rewarding 250 middle school students who complete an extended-day summer school with an $800 laptop computer and 200 high school students who recover credits in summer school with a paid work experience.

The first of four five-week community development meetings kicks off Thursday evening with a forum for residents of central neighborhoods.

Similar series will be scheduled in 2011 in western, eastern and southern neighborhoods, which are home to about 15,000 children, many of them economically disadvantaged and Hispanic or black.

To entice community participation, the organizers are providing dinner, child care, raffle prizes and $25 gift certificates to the first 250 adults, just for attending.
“To use the wisdom of the residents, we’ve got to respect what will bring them to the table,” said Jeremy DeRoo, executive director of Lighthouse Communities, a Grand Rapids nonprofit community development organization.

While the community development planning will be compressed into a few weeks, the commitment to work the plan likely will extend a decade or more, said Joe Jones, of the communications group E.E. Milestone.

“Grand Rapids Public Schools can do a lot, but it can’t be expected to do it all,” said Jones, noting that only about 25 percent of a child’s time is spent in school. “What we’re talking about here is everything it takes to teach a child.”

The school district is launching several secondary reforms in the coming year with the hope of improving graduation rates, even though the state is imposing tough new graduation requirements for the Class of 2011.

Four-year graduation rates from 2009 at the district’s alternative schools is dismal — as low as 8 percent at Southeast Career Pathways.

Graduation rates also are low at the district’s comprehensive high schools: Ottawa Hills, 65 percent; Central, 71 percent; Creston, 72 percent; Union, 74 percent.

Graduation rates are 93 percent at City High School and Grand Rapids Montessori High School.

Even worse than the poor graduation rates are the academic records of those who do graduate:
GRPS loses a third of its freshman before graduation. In some schools, over half of freshman have cumulative grade point averages less than 2.0 on a 4.0 scale, she said.
That school systems are now punished for punishing Black students that act out in class because they can’t follow the same rules that white and Asians students have no problem following is a cause for federal involvement.
Never mind that in such diverse geographic areas as Charlotte, Seattle, Chicago, and Delaware that the one constant variable in school discipline is a propensity for Black students to be overly represented in those suspended.

This could never explain why the proficiency of Black male students was found to be much lower than anticipated, right?

The federal government will soon require every school system to be cognizant of Black student’s proclivities for not abiding by the rules governing proper behavior. Their rebellion will be a state-sanctioned form of self-expression.

Money dedicated to teaching and educating will now be diverted for discipline and being tolerant of those who are intolerant of the behavioral guidelines in class.

In Black Run America (BRA) the worst behavior by Black people is protected and ultimately excused by those in power. Black people can never be shown in a negative light and for Grand Rapids School Public Schools to dare defy this decree is grounds for immediate action.

It seems the federal government is demanding a cessation of rule enforcement in schools, because those who disobey and are reprimanded for scholastic infractions have the misfortune of being overwhelmingly Black.

To the tune of $1 million, Grand Rapids Public Schools must now shift money that they don’t have to address the problem of Black students misbehaving. Major Payne: The Digital Divide and the Lack of Black Officers in the Military

The hopeful face of a military officer?

It’s time to get serious about closing that racial gap in learning. After all, if the military is going to eliminate that pesky problem of being led white officers it is, then, vital that the test scores of Black recruits improve so that academic standards at The Coast Guard Academy and Naval Academy don’t have to be lowered anymore to ensure that an acceptable number of Black people can be admitted:

The U.S. Naval Academy has agreed to a legal settlement with a dissident faculty member after a federal investigation found evidence that it had illegally denied him a merit-pay increase to punish him for his public criticism of its affirmative-action policies.

The findings and settlement, announced on Wednesday by the U.S. Office of Special Counsel, represent a significant victory for Bruce E. Fleming, a tenured professor of English. He is the civilian employee who filed a complaint with the federal agency in September 2009 after being denied a merit-pay raise that year.

The office’s finding also represents the latest embarrassment related to affirmative action for the Naval Academy, where the superintendent resigned last year in the wake of a scandal over excessive administrative spending related to its diversification efforts and to athletics.

Don’t get us started on who is actually enlisting in the armed forced and who is failing the entrance exam at a rate of 40 percent. Just how diverse are senior officers?:
The U.S. military is too white and too male at the top and needs to change recruiting and promotion policies and lift its ban on women in combat, an independent report for Congress said Monday.
Seventy-seven percent of senior officers in the active-duty military are white, while only 8 percent are black, 5 percent are Hispanic and 16 percent are women, the report by an independent panel said, quoting data from September 2008.
One barrier that keeps women from the highest ranks is their inability to serve in combat units. Promotion and job opportunities have favored those with battlefield leadership credentials.
The report ordered by Congress in 2009 calls for greater diversity in the military’s leadership so it will better reflect the racial, ethnic and gender mix in the armed forces and in American society.
Efforts over the years to develop a more equal opportunity military have increased the number of women and racial and ethnic minorities in the ranks of leadership. But, the report said, “despite undeniable successes … the armed forces have not yet succeeded in developing a continuing stream of leaders who are as diverse as the nation they serve.”
“This problem will only become more acute as the racial, ethnic and cultural makeup of the United States continues to change,” said the report from the Military Leadership Diversity Commission, whose more than two dozen members included current and former military personnel as well as businessmen and other civilians.
There’s not much we can do about the lack of Black people in special forces units that exist across the branches of the military unless we are willing to compromise what makes them special in the first place.

Demographic changes do point to the future of the Navy, Air Force, and Army being significantly darker; but, like the future of the state of Texas, that doesn’t necessarily mean it will be better.

Just who is going to fly those F-16, F-22, and F-35’s in this future Air Force? We already know which group does the majority of the dying in wars in the Middle Eastern wars, but diversity is the future so this must change.  It is for this reason imperative that the so-called digital divide must be immediately sutured closed::

Researchers have noticed signs of segregation online that perpetuate divisions in the physical world. And blacks and Hispanics may be using their increased Web access more for entertainment than empowerment.

Fifty-one percent of Hispanics and 46 percent of blacks use their phones to access the Internet, compared with 33 percent of whites, according to a July 2010 Pew poll. Forty-seven percent of Hispanics and 41 percent of blacks use their phones for e-mail, compared with 30 percent of whites. The figures for using social media like Facebook via phone were 36 percent for Hispanics, 33 percent for blacks and 19 percent for whites.

A greater percentage of whites than blacks and Latinos still have broadband access at home, but laptop ownership is now about even for all these groups, after black laptop ownership jumped from 34 percent in 2009 to 51 percent in 2010, according to Pew.

But wait. Black people have greater access to the internet via cell-phones and equal access to laptops? Then where’s the digital divide? The federal government has worked overtime to equip those less fortunate (yes, many will be white, but a disproportionate percentage will be Black) with tax-payer funded cell phone service:

The U.S. Federal Communications Commission took the first step Thursday toward reworking two related programs that provide telephone subsidies for low-income residents, with commissioners calling for part of the funding to support broadband service.

The FCC’s Lifeline Assistance and Link-Up America programs, in place since 1985, now subsidize monthly telephone service and installation for poor U.S. residents. The FCC voted to launch a notice of proposed rulemaking (NPRM) that asks for public comments on whether to include broadband and bundled telecom services in the programs.

The NPRM also looks for ways to eliminate waste and abuse in the programs, and questions if the programs’ budgets should be capped. The budget for the Lifeline and Link-Up programs, part of the larger Universal Service Fund (USF), has grown from US$162 million in 1997 to $1.3 billion in 2010.

“This trend is unsustainable,” said Robert McDowell, a Republican member of the commission.

Some critics have noted that prepaid mobile phone plans seem to be driving up the programs’ budgets, which are supported by fees on traditional long-distance telephone service. But Democratic commissioners questioned a cap on the fund, saying it would be difficult for the FCC to support both phone service for low-income residents and expand the program to cover broadband with a cap in place.

The federal government pays for cell phone service for those less privileged. Like food stamps, welfare, free lunch programs, section 8 housing and virtually every government program, it can easily be surmised that those less fortunate are disproportionately Black people. Is this how the digital divide was ultimately fixed, and would this explain why Black people overwhelmingly use cell phone internet connections for entertainment purposes?

Detroit Public Schools recently unveiled a plan to give out 40,000 laptops to students as part of a stimulus plan. Half of Detroit schools are closing. And half of the students attending those schools fail or lack the ability to read. And yet somewhere someone thought it would be a great idea to pass out free laptops (paid for, of course, courtesy of the taxpayer).

Rep. Jesse Jackson Jr. believes the United States Constitution should be changed to give an iPad, laptop and free broadband access to every “ghetto” child. He also mentioned something about free housing for everyone to stimulate the economy.He didn’t mention Alvin Greene action figures as a plausible way to jumpstart the economy, though we here at SBPDL heartily endorse such an idea not so much because it would stimulate the economy so much as it would stimulate our funny bones.

The United States military, already overburdened with white recruits enlisting to be Real American Heroes, is taxed to the breaking point with white males representing the core of the nation’s officers in every branch of military. United States special forces units are even worse.

Only the digital divide can explain this horrific situation. Requiring lower scores for Black applicants to gain entry to The Coast Guard Academy and Naval Academy portend absolutely nothing; but they do help make our military a more diverse fighting machine. Blame that on the digital divide, along with the low scores of Black recruits and the low proficiency of Black students.

It’s time that Congress not only pass The Michael Oher Act, but it is also high time Congress enacted the Digital Act Granting and Guaranteeing Equal Representation (DAGGER) in Technology Act: Free iPads and iPhones, plus broadband access for all Black people.It will be costly, but DAGGER could cut to the root of the racial gap in learning once and for all.

Though Black people might never use this technology for educational purposes and only for entertainment, we Americans will be able to claim that we at least mightily and altruistically strove to close the racial gap in learning and thus create potential Black recruits for the military that can finally pass the entrance exams.

In Black Run America (BRA) it is an inconvenient truth that white males still have too much power.And this is why we constantly see reports such as the one recently ordered by Congress that found the US military is too white and too male at the top, in desperate need for diversity.

I call on all good Americans to support and the Congress to pass DAGGER to save America.

Intersection of Madness: Are Black people being rejected in popular culture?

Has there been a white-out in popular culture?

I’m working on a theory about over-saturation of Black people in sports (NBA and NFL) and the repudiation of Black people by those consuming other forms of entertainment (comics/graphic novels, movies and television, professional wrestling, video games, enjoying the outdoors, skiing, the beach, etc).

People are under the impression that sports equal a meritocracy (which it is not: just ask Peyton Hillis) and that the athletes in the NFL, NBA and at major colleges represent the best available. Though college athletes might not be best students — and could cost a coach his job for their academic failures — the perception that Blacks are the best athletes available require a toleration of their off-field antics.

Virtually every other form of entertainment — outside of music — amounts to a complete repudiation of Black people. Black comic books and characters have never sold to consumers and have failed to pick up an audience (the ultimate reason why so few Black super-villains exists); despite major pushes from promoters, wrestling fans rarely get behind Black professional wrestlers; movies are lily-white as ever, prompting some to believe that Hollywood discriminates against Black actors (sadly, it is movie-goers who discriminate against films with Black actors by not paying to see them); video games rarely have Black characters (unless it is a sports game and don’t get us started on Black zombies); and worse, television can’t keep a Black sitcom on air long enough for the narrative to take off (nor do people desire watching fantasy love shows with Black people cast in them).

This is one of the reasons why the uproar over Thor has upset a large segment of the population desiring the creation of a new Black phenomenon in pop culture.

Idris Elba — whose last film Obsessed was a huge hit among Black people — has been cast as Heimdall in the upcoming Marvel film Thor and he finds those who question a Nubian playing a Nordic God to be idiots:

“It’s so ridiculous,” Idris Elba says of Web sites that criticize his ability to play “the whitest of the gods.”

When Kenneth Branagh cast Idris Elba as Heimdall in the upcoming summer tentpole Thor, a furious debate erupted among fanboys, with some insisting it was wrong for a black man to play a Nordic god often described as “the whitest of the gods.”
Fumed one fan in an online foum: “This PC crap has gone too far! Norse deities are not of an African ethnicity! … It’s the principle of the matter. It’s about respecting the integrity of the source material, both comics and Norse mythologies.”

But the London-born actor (who starred as Stringer Bell in HBO’s The Wire; his 2009 film, Obsessed, grossed $68 million domestically) has no patience for the debate.

“It’s so ridiculous,” he said Feb. 24 at Rutgers University in Newark, N.J.

“We have a man [Thor] who has a flying hammer and wears horns on his head. And yet me being an actor of African descent playing a Norse god is unbelievable?” he went on. “I mean, Cleopatra was played by Elizabeth Taylor, and Gandhi was played by Ben Kingsley.”

Beyond that artistic defense, though, there is an even more basic reason black actors welcome colorblind casting: There is a ceiling on the amount of business black-themed movies can achieve, so the opportunities for black actors and actresses remain limited unless they can also claim parts in mainstream entertainment.

In the past decade, black actors have been losing ground. In the early 2000s, blacks played 15 percent of roles in film and TV. Today, it has fallen to 13 percent, according to Screen Actors Guild stats.

This past Academy Awards lacked any Black actors, actresses, directors, set designers, costume designers, composer’s, illustrators, etc., even nominated for an award.

We have reached a point where white consumers of sports have been conditioned to believe the only legitimate sports are football and basketball — because Blacks excel at them — and sports lacking Black involvement are somehow tainted (see baseball).

Paradoxically, by every conceivable metric consumers spurn Black people in entertainment that doesn’t include NFL or NBA stars. Black musical acts might sell on iTunes and zoom up the Billboard charts, but concert goers seem infatuated with white acts.

Don’t get us started on books, especially those written by Nicholas Sparks.

You have to laugh that the only way to get a Black actor into a comic book is to hypocritically cast him as the “whitest of the Gods.”

I’m sure Hollywood expected no one to notice the casting of a Black guy as a Nordic God, but they did. That people laugh when Afro-centrists claim that Cleopatra was Black — sorry to burst your bubble Elba, but she wasn’t — is upsetting to Black people desirous of creating myths that are inherently unbelievable.

That the only positive images of Black people come from sports is interesting especially when you realize consumers of popular culture, entertainment, and the activities they seek out for fun and recreation have insignificant and only token Black representation.

Does the over-saturation of Black people in sports make consumers uninterested in watching movies and television shows with Black actors and actresses? Why don’t consumers of comics books read Black books? Why don’t Black wrestlers attract support in World Wrestling Entertainment (WWE)? White guys tolerate rap and hip-hop because white girls like to dance to it, and this fad will ultimately pass. Then again, why is Journey so popular?

‘Black Privilege’ = Beating up Whites and no one caring

We have all heard of white privilege. This field of study was created by Disingenuous White Liberals (DWLs) in an attempt to explain continued white male dominance in Black Run America (BRA).

This Web site has documented Black-on-white attacks and we will continue to do so. After all, it’s only CNN that continues to harp on an event that took place 20-years-ago. We document events that transpire now.

The Black privilege in BRA is that any time Black people do anything wrong, the media will look the other way and pretend it never happened. Black people saying “it’s a Black world now” in Akron and beating a white family? Only a local story.
